Support Clemency for Carlos Cuesta-Rodriguez

Oklahoma intends to execute Carlos Cuesta-Rodriguez on August 13, 2026 for the 2003 Murder of Olimpia Fisher.

With a clemency hearing scheduled for July 14, 2026, we are asking advocates to submit their letters by July 7, 2026.

We oppose this execution as we do every execution. Capital punishment is an act of state sanctioned violence that violates the sacred dignity of every human life. In the words of Pope Saint John Paul II, “The dignity of human life must never be taken away, even in the case of someone who has done great evil.” 

Carlos, an immigrant from Cuba, suffered serious childhood physical abuse and several traumatic head injuries. His first was a childhood bus accident resulting in a coma lasting several days and surgery that also required the insertion of a metal place to repair his skull. Later in life, Carlos suffered another head injury while at work, after which he suffered from depression, paranoia and jealousy. Carlos was not able to present evidence of the effects of his brain damage at trial. After he was arrested, Carlos was formally diagnosed with depression and psychosis.

However, Carlos has undergone profound change while incarcerated. He is one of only four death row prisoners selected to have group yard privileges on a less-restrictive unit. He has also reconnected with his Catholic faith and regularly meets with a priest.
